Administrative Territorial Reorganization of Regions as a Basis for Reforming Local Self-Government
Annotation
The article discusses issues related to the formation and development of local self-government. It analyzes the problems that have arisen as a result of its reform, including those related to the creation of municipal districts. However, this reorganization has not resolved all the issues. In our opinion, one of the significant reasons that has hindered the development of local self-government is the imperfect administrative and territorial structure of the country's regions, which has remained unchanged since Soviet times. The development of a new system should be based primarily on the prospects for the development of the market economy and, consequently, the social sphere. Relying on new potential would allow for a review of rural development plans. This approach would be in the best interests of the state and society.
