Municipal Legal Aspects of Drug Provision for the Population in Conditions of Shortage and Import Substitution Policy
Annotation
The article examines municipal legal mechanisms for organizing medicine supply to the population under conditions of pharmaceutical shortages and the implementation of import substitution policy in the Russian Federation. The role of local self-government bodies in ensuring access to medicines within the system of state guarantees of medical care is analyzed. It is demonstrated that medicine shortages acquire a legal dimension affecting the realization of the constitutional right to health protection and equal access to healthcare.
