This article analyzes the legal and institutional challenges of implementing the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), adopted within the framework of the International Civil Aviation Organization (ICAO), in national legal orders. The author explains the regulatory nature of CORSIA as a sectoral global market mechanism integrated into the Chicago System through Volume IV of Annex 16 to the Convention on International Civil Aviation, and demonstrates how its implementation relies on a set of requirements for monitoring, reporting, and verification of emissions, as well as the use of “eligible” emission reduction units. Based on an analysis of individual countries' practices, key implementation challenges are identified: conflicts and regulatory fragmentation in the context of the coexistence of CORSIA and national/regional ETSs; the economic burden on air carriers; and uncertainty regarding the quality criteria for carbon units. Particular attention is paid to the position and practice of the Russian Federation, which combines an initially critical attitude toward CORSIA with gradual legal and institutional adaptation. The article analyzes draft amendments to the Russian Federation's Air Code and legislation on limiting greenhouse gas emissions, the development of a national accreditation system for validators and verifiers, and Russia's application for accreditation of a voluntary emission reduction system under CORSIA. It concludes that CORSIA implementation represents not only a technical challenge of implementing international standards but also a political and legal choice associated with balancing climate goals, sovereignty in energy and transport policy, and geopolitical realities.
