The article examines the problems associated with ensuring a balance between the provisions of normative acts and the expert's special knowledge arising within the framework of law enforcement practice. The problems are caused by the presence of a large volume of standards and regulations, the purpose of which is to ensure the objectivity and reliability of expert research. At the same time, participants in the trial, relying on widespread knowledge, create the illusion of the possibility of interpreting the provisions of regulatory documents, which are then contrasted with the expert's special knowledge. In order to solve this problem, the article examines the relationship between normative legal acts and sources of special knowledge, which include educational materials recommended by the Ministry of Education of the Russian Federation, used to form professional requirements for specialists and experts, established by the system of professional standards.
