A Unified System of Interaction between Public and State Control as a Factor in Achieving the Effectiveness of Control (Supervisory) Activity (on the Example of State-Party Control over the Sphere of Soviet Education in the 1930s)
Annotation
Based on a comparative legal analysis of the regulatory and legal regulation of public education in Soviet universities, the author of this article concludes that the education system that developed in the 1930s was the natural result of the implementation of a unified system of state and public (party) control in the USSR. The conclusion is made about the possibility of using such a scheme in the modern realities of reforming Russian higher education, because only the creation of a unified management mechanism within the framework of the interaction of all types of public control with the system of state control (supervision) will allow not only to create a unique system of national education, but also to achieve priority in the technical and technological spheres of the digital economy in the shortest possible time.
