Staffing of Military Units, Organizations, and Institutions of the Armed Forces of the Russian Federation with Civilian Personnel (Employees): A Historical and Legal Analysis
Annotation
The article examines the process of staffing military units, organizations, and institutions of the Armed Forces of the Russian Federation with civilian personnel from historical and legal perspectives. It analyzes changes in legislation governing the employment of civilians in the military sector, starting from the first regulatory acts of the Soviet period to current legal norms. Particular attention is paid to the evolution of approaches to forming civilian personnel amidst army reforms and changes in the legal status of employees. The study also explores key challenges and prospects for the development of legal regulation of this process within the context of ensuring national defense capabilities.
