Annotation

The article analyzes the Federal Law on Local Self-Government dated March 20, 2025 No. 33-FZ regarding the specifics of local self-government in the capitals of the regions of the Russian Federation. Among them is the restriction of the right of a representative body of a municipal entity to independently choose the method of filling the post of head of an urban district, which can be recognized as a significant obstacle to the realization of the constitutional right of citizens to independently determine the structure of local self-government bodies. In addition, the Charter of the municipality provides for the possibility for the head of the city district to simultaneously hold municipal and state civil positions. This makes it possible to integrate the head of the capital of a constituent entity of the Russian Federation into the hierarchy of the executive branch of public power. Thus, we can state the gradual replacement of local self-government at the level of regional centers of the subjects of the Russian Federation by state administration.
