This article presents an overview of a system of ideas underlying the draft Federal Law on the Safe Use of Artificial Intelligence Systems, developed by the Federation Council's working group on the development of federal laws in the field of artificial intelligence. The ten ideas selected for analysis reflect the implemented approaches to terminology formation and logic, defining the scope of regulation, ensuring the safety of artificial intelligence systems, guaranteeing the right to opt out of artificial intelligence technologies, building trust in new technologies, and enabling artificial intelligence training while maintaining compliance with existing laws without changing it, as well as the requirement for the continuous development of an emerging system of sectoral laws.
