Constitutional councils of the subjects of the Russian Federation: results of work and prospects
Annotation
The article analyzes the performance of the Constitutional Councils in the republics of Sakha (Yakutia), Bashkortostan, and Tatarstan from their inception until the end of 2025. It concludes that the councils have four main areas of activity: 1) interpretation of the republic's constitution; 2) regulatory review; 3) promotion of constitutionalist values; 4) constitutional monitoring (introduced in the republics of Bashkortostan and Tatarstan since the end of 2025). Statistical indicators demonstrate a relatively small number of cases on interpretation of the republics' constitutions and on regulatory review. The data demonstrate the high activity of the constitutional councils in promoting the ideas of constitutionalism. In order to enhance the activities of the constitutional councils, it is proposed to grant them the right to independently initiate regulatory review. It is also proposed to expand the number of initiators of regulatory review.
