Annotation

The article examines judicial practice in several Russian regions from different federal districts concerning the application of norms governing local authorities’ powers in solid municipal waste management. It explores courts’ understanding of the term “participation” in defining these powers, their scope and limits, and problems of overlapping competences between municipalities and other public authorities. The financial dimension of municipal performance of obligations is also considered.
