The article provides a comparative analysis of the legal framework for strategic planning in the Russian Federation, the United States, and the People's Republic of China. It examines the consistency and comprehensiveness of the legal framework and administrative organization of strategic planning, the legal forms of strategic planning documents, and the distribution of authority in this area between budgetary system levels.
