Challenges of Achieving Pensioner Well-Being Targets in the Context of Global Risks

The relevance of the study is due to the persistence of the main problems of pension provision in our country at the last stage of the pension insurance reform: a decrease in the standard of living of older generations, the risks of financial security for fulfilling pension obligations, the continued restrictions on the rights of working pensioners, etc. The pension reform, initiated back in the perestroika period, was aimed at transforming the solidarity and equalization model of pension provision for citizens based on insurance principles in order to establish a direct dependence of the amount of material security for pensioners on their individual labor potential. The practical results of the study are to substantiate the need for regulatory and legal integration of the current pension insurance model, focused on the realization of the rights of the declining wage sector, with hybrid models for the formation of pension rights of the self-employed and unemployed population.
