The article substantiates the necessity of forming a nationally oriented theoretical and legal paradigm of socio-technological progress that is adequate to the Russian civilizational context. The author argues that overcoming the crisis of universalist modernization models requires rejecting the false dichotomy of "tradition or progress. “Examining the spiritual and moral ideals, historical continuity, traditional family, justice, solidarity, and patriotism as part of the core of Russia's constitutional identity, the author proceeds from the assumption that the values forming identity and stemming from it serve not as a limiter, but as a meaningful source and goal-setting guideline for socio-technological development, setting axiological limits and special content for such fundamental constitutional categories as the rule of law, democracy, and human rights. The work introduces and elaborates the concept of a “constitutional dialogue with the past” as a methodological mechanism that allows for the translation of the ideological and semantic content of continuity into updated normative content. The author offers a perspective on the risks that may be perceived in the value-driven model of progress (such as dogmatization, isolation, etc.) not as threats, but as elements of the productive dialectic of the model itself, generating the energy of its development through the tension between ideal and reality. It is concluded that the future of the Russian state-legal system lies in the conscious design of progress aimed at strengthening and creatively revealing its unique civilizational identity.
