The Value and Legal Basis of Scientific and Technological Development of Russia
Annotation
This article examines the formation of a value-based and legal framework for Russia's scien-tific and technological development as a key condition for its implementation based on civiliza-tional identity. The author substantiates the metanormative role of jurisprudence, which is not lim-ited to technical and dogmatic regulation but rather serves as an institutional expression of soci-ocultural values that define the vector, meaning, and limits of technological evolution. It emphasiz-es that law forms the value framework that harmonizes scientific inquiry with public expectations, complementing the criterion of truth with that of social acceptability. Particular attention is paid to the interdisciplinary nature of research into the relevant value foundations. The paper explores the cognitive potential of legal philosophy (understanding the limits of technological expansion), state and law theory (conceptualizing legal regimes and institutional architecture), legal cultural studies (analyzing cultural and historical archetypes influencing the perception of innovation), and the sociology of law (empirical verification of values and studying the legal consciousness of the scien-tific community). The key conclusion of the paper is the thesis that the Constitution of the Russian Federation serves as the ultimate systemic expression of the value-normative matrix. The author demonstrates that the 2020 constitutional amendment accords scientific and technological devel-opment the status of a cross-cutting factor of state policy, inextricably linked to constitutional iden-tity. At the same time, based on an understanding of the Constitution of the Russian Federation itself as the source and measure of social progress, it reveals the role of fundamental constitutional values in organizing scientific and technological development.
