The article reveals the political and legal nature of regional governance by various ethnic groups, including its specific features in implementing the functionality of the state mechanism in relation to the multi-status regions of the Russian Empire. The author presents a vision of the empire in terms of the formation and civilizational approaches to statehood. The article highlights the initial principles, methods of influence, and institutions for implementing the general imperial legislation in the governance of regions based on their various forms of autonomy.
