The digital transformation of society and the public administration system creates new opportunities for improving the efficiency, transparency and openness of government activities. One of the priorities of modern municipal education is to ensure the active involvement of citizens in the joint resolution of issues of local importance, especially in the socially significant area of creating a comfortable urban environment. The results of the analysis of existing experience show that e-participation is becoming a key tool for developing interaction between government and society at the local level, but its effectiveness directly depends on organizational and managerial conditions. This article examines the essence, principles and forms of electronic participation of citizens in decision-making on improvement issues, as well as provides an assessment of the current regulatory framework. Based on the analysis, the necessity of a process-oriented approach to the implementation of specialized platforms equipped with 2D/3D visualization modules is substantiated, which is confirmed by the obstacles and approaches identified in the study. This allows us to move from theory to practice and increase the effectiveness of joint participation in the implementation of local landscaping projects.
