Local Government Reform in the Kirov Region: Ctrl-C and Ctrl-V or “One’s Own Path”?

The article presents the author's vision of the reform of local self-government in the Kirov region after the adoption of the new law on local self-government in 2025. In particular the author notes that from 2018 to November 2025, the Kirov region followed a "soft" and evolutionary approach, listening to the opinions of residents when making decisions regarding the territorial organization of local government. Since November 2025, the leadership of the region has been choosing a direct course towards centralization, leading to the elimination of the two-tier model of local government. As arguments the regional leadership put forward theses on optimizing budget funds, eliminating responsibility shifting and increasing the responsibility of heads. Special attention in the article is paid to the questions of the deputies and the answers of the authors of the bill during the discussion at the relevant committee and the plenary session of the Legislative Assembly of the Kirov region.
