The Problem of Implementing Constitutional Rights of Citizens in the Russian Federation
Annotation
The problem of realizing the constitutional rights and freedoms of citizens of the Russian Federation is examined through the prism of the relationship between their formal legal enshrinement and the mechanisms for their actual implementation. The role of institutional guarantees in ensuring constitutional rights is analyzed, with particular attention given to the constitutional and legal status of the President of the Russian Federation as the guarantor of the Constitution of the Russian Federation and human and civil rights and freedoms. The roles of the Constitutional Court of the Russian Federation, the Prosecutor's Office of the Russian Federation, and the Human Rights Commissioner are explored. The conclusion formulates the need to reduce the dependence of rights protection on personal factors and to develop sustainable legal mechanisms for their implementation.
