Some Problems of Legal Regulation of Tourism Activities in the Russian Federation

Annotation

The purpose of this article is to examine some of the issues of legal regulation of tourism activities in the Russian Federation. The main focus of the work is on the analysis of the provisions of the Federal Law of the Russian Federation No. 132-FZ "On the Fundamentals of Tourism Activities in the Russian Federation", taking into account the amendments adopted on December 29, 2025. The article argues that the development of domestic and international, and above all, inbound tourism in Russia is impossible without clarifying existing terms and definitions and introducing a number of new ones that reflect the types and directions of tourism in the Russian Federation that need to be developed and supported. The work criticizes the provisions of the Law, primarily the conceptual apparatus, which were not changed in the version of its latest amendments. Overall, the author notes that proper legal regulation of tourism activities in Russia will not only ensure government support for the sector, but also attract more private investors, both Russian and foreign, to develop the industry as a whole.
