Legal and Organizational Reserves for the Growth of the Russian Population in the Context of the Special Military Operation
Annotation
This article examines a pressing demographic issue in Russia: low birth rates. Particular attention is paid to the complex situation caused by the international situation and the conduct of a special military operation, which results in the deaths of young military personnel — often childless men. Voluntary sperm cryopreservation before deployment to conflict zones is proposed as a possible mitigation method. This proposed measure could not only preserve the genetic potential of a generation but also boost the morale of military personnel and strengthen their confidence in the future of their families. The article examines legal and organizational issues, including amendments to pension legislation, health protection regulations, and the citizenship of surrogate mothers. Furthermore, the need for expanded state support for assisted reproductive technologies for the entire population is emphasized. Emphasis is placed on the importance of state funding for sperm cryopreservation and assisted reproductive technologies to strengthen the country's demographic situation. The main idea of the article is the use of modern reproductive technologies and legislative measures to maintain and increase the birth rate in Russia, especially in the context of military losses among young people, which can play an important role in the strategic solution to the country's demographic problem.
