Legal Bases for the Participation of Turkish Insurance Companies in Reimbursing Expenses for Road Accidents Involving Russian Tourists

Annotation

The article analyzes the legal framework governing the participation of Turkish insurance companies in reimbursing medical expenses arising from road accidents involving Russian tourists during bus transfers and excursions in Turkey. It compares Turkish regulations — Law No. 2918 (Karayolları Trafik Kanunu), Law No. 5684 (Sigortacılık Kanunu), and Article 1472 of the Turkish Commercial Code (TTK 6102) — with the Russian Federal Law No. 40-FZ and Article 965 of the Civil Code on subrogation. Practical issues arising from accidents in Antalya and Muğla are considered, and recommendations are formulated for insurance and assistance companies such as First Assist. The paper concludes that bilateral coordination mechanisms are required to enforce subrogation rights and improve cross-border claims settlement.
