Experience of Using Information Technology in Activities of Customs Authorities of Foreign Countries: Technological and Legal Aspects
Annotation
The study aims to analyze the advanced foreign experience of customs administration digitalization and identify legal mechanisms ensuring the legitimacy of the latest information technologies application. The paper uses methods of comparative legal analysis, a systemic approach, and formal legal analysis of the regulatory framework of the EU, USA, and Asia-Pacific countries. Key technologies (Big Data, blockchain, artificial intelligence) used in international practice are examined. A correlation between the level of implementation of the Single Window mechanism and the speed of trade turnover is revealed. Legal conflicts arising from automated decision-making by customs authorities are analyzed. It is concluded that domestic legislation needs adaptation regarding the recognition of the legal force of automated decisions without the participation of an official and the harmonization of data exchange standards with international norms.
