Local Self-Government Bodies in a Unified System of Public Authorities Managing the Sphere of Physical Culture and Sports
Annotation
This article describes a multi-level management system of physical culture and sports in the Russian Federation based on the interaction of federal, regional and municipal authorities. Special attention is paid to the role of local government as the closest form of government to the people, ensuring that the specifics and needs of the population are taken into account at the municipal level. The author analyzes the legislative changes related to the introduction of the concept of "public authority" in the Russian Constitution in 2020, which legally consolidated the existing practices of interaction between state and municipal structures. The importance of coherence of actions and the need for interdepartmental coordination at all levels of government aimed at achieving the goals of the Strategy for the Development of Physical Culture and Sports in the Russian Federation for the period up to 2030 is emphasized separately. The paper argues for the need to create regional coordinating bodies to increase the effectiveness of joint management in the sports field and ensure the integration of municipal authorities into a single system of public authority.
