On May 15, 2025, the Legislative Assembly of the Krasnoyarsk Territory adopted Law No. 9-3914 “On the Territorial Organization of Local Self-Government in the Krasnoyarsk Territory”, according to which a single-level system of local self-government was established in the region. Instead of 472 Instead of 472 municipal entities (including 32 municipal districts, 389 rural settlements, and 22 urban settlements), six urban districts and 33 municipal districts were formed. During the municipal reform at the regional level, approaches to issues such as the use of procedures for taking public opinion into account in territorial changes and the socio-economic grounds for territorial changes were significantly revised.
