In recent years, Russia has shown increased federal-level attention to rural agglomerations as local growth centers. The author analyzes the list of rural agglomerations and other documents of the constituent entities of the Russian Federation, which contain data on the composition of rural agglomerations, to show that the definition of a rural agglomeration in federal regulations is rather vague, and its relationship with related or close concepts (key settlement, urban agglomeration, etc.) is insufficiently explained, leading to ambiguous practical consequences.
