The System of Principles for Digital Interaction Between the State and Citizens on Appeals: A New Legal Model
Annotation
The article examines the transformation of the institution of citizens’ petitions in the context of the digitalization of public administration and the formation of a new legal model of interaction between the state and society. The author proceeds from the premise that the introduction of electronic communication channels cannot be regarded solely as a technological modernization of traditional procedures, since the digital form of a petition possesses independent legally significant characteristics. Based on an analysis of current legislation and doctrinal approaches, the necessity of rethinking the classical principles governing the consideration of petitions in light of the requirements of the digital environment is substantiated. The article elucidates a system of principles of digital interaction aimed at ensuring equal access to the exercise of the right to petition, legality and identification of the applicant, procedural efficiency and transparency, as well as confidentiality and data security. It is substantiated that the comprehensive implementation of these principles contributes to increasing the effectiveness of administrative procedures, strengthening public trust in public authorities, and creating a stable theoretical foundation for the further development of legislation on electronic petitions.
