The Role of the State and Municipal Bodies in Implementing Youth Policy in the Russian Federation

The relevance of this topic stems from the strategic importance of youth policy for the Russian Federation, given demographic challenges and the need to build a talent pool. Implementing state programs, such as the Youth Policy Strategy to 2030, requires the effective participation of all levels of government. This article is particularly important in the context of ensuring the country's socioeconomic stability. Federal government bodies perform a key regulatory function, establishing the legal framework and strategic directions for youth policy. They coordinate interdepartmental cooperation, ensuring a unified approach throughout the country, while regional authorities adapt federal initiatives to local conditions, developing their own youth support programs. Municipal authorities act as direct implementers, implementing targeted support measures and engaging young people in social practice. Their role is to promptly respond to local needs and provide feedback to target groups. The effectiveness of policy largely depends on the coordinated actions of all levels of government. A key challenge in implementing youth policy is the imbalance in the distribution of powers between federal, regional, and municipal authorities. Insufficient regulatory frameworks for delineating competencies lead to duplication of functions and the dispersion of resources. This reduces management effectiveness and hinders the achievement of strategic goals. The purpose of this article is to analyze the institutional barriers to the activities of state and municipal authorities in implementing youth policy and to develop recommendations for overcoming them.
