The article examines the legal norms governing the delimitation of state property, the field of relations for the management and disposal of state property, as well as the presentation of fixed provisions in regulatory sources. As a result of the analysis, the disparity of the fixed provisions presented in different regulatory sources, the lack of a set of all the provisions regulating the established field of activity, the need to update and transform outdated legal norms were revealed. The expediency of adopting a single regulatory legal act, which presupposes a system-forming, uniform regulation of relations in the field under consideration, fixing the criteria of differentiation, the fundamental principles of effective and targeted use of property, control and responsibility for its use, ensuring the stages of a single object life cycle, is proved.
