Features of Conducting the Inquiry Criminal Intelligence and Surveillance Operation in the Special Conditions
Annotation
The article discusses theoretical and applied problems that arise during the implementation of the operational and investigative measure “inquiry” in special conditions. The author examines the legal grounds, restrictions, and tactical features of obtaining information through official and unofficial channels in situations related to military conflicts, natural disasters, epidemics, and mass riots. The article substantiates the need to regulate remote forms of collecting reference information, establish secure channels for interagency cooperation, and ensure the reliability of evidence in an unstable legal environment. The article focuses on the legal nature of this event, its permissible limits in a non-standard legal and factual environment, as well as on the adaptation of traditional forms of interaction with institutions and organizations in the absence of a stable infrastructure. The article substantiates the need for regulatory consolidation of procedures that comply with the principles of legality, effectiveness and evidence-based consistency.
