The unified state monetary policy, as part of the state economic policy, directly affects the well-being of Russian citizens, and its implementation directly affects their rights. The lack of a legal definition of the concept of a "unified state monetary policy", various doctrinal approaches (both in economics and law) to its content are an obstacle to the creation, preservation and improvement of law and order to protect and ensure the stability of the national currency as an element of the mechanism of legal regulation of monetary circulation and entail the need to determine the content of this legal categories, to establish its main legal characteristics and to determine the stages of the procedural proceedings for the development and implementation of a unified state monetary policy.
