An important element of the reform of local self-government under the Federal Law No. 33-FZ of March 20, 2025 “On the General Principles of the Organization of Local Self-Government in the Unified System of Public Power” is a fundamental change in the approach to the territorial basis. The implementation of the proposed approach, in turn, makes it important to consider the position of territorial collectives Пand to ensure reliable feedback from government bodies and the population of municipal entities. As one can see from the historical experience of implementation of Federal Law No. 131-FZ of October 6, 2003, “On the general principles of the organization of local self-government in the Russian Federation”, direct democracy institutions, and first of all widely spread territorial public self-government movement should become effective instrument for such interaction. The article examines possible mechanisms on the example of issues traditionally related to the competence of local self-government, such as the development of culture and sports in municipal territories.
