    The article deals with the issue of guaranteeing financial independence of judicial power. The author focuses on the matter in the light of normative acts of the Russian Federation, the acts of judicial communities, the Russian Constitutional Court’s decisions and international legal norms.

    Main difficulties in exercising regional constitutional justice are due to the absence of constitutional judicial bodies in most constituent entities of the Russian Federation. Since the federal normative legal basis for the creation of constitutional (charter) courts exists in each constituent entity, the issue relates mainly to the area of the regional legal policy. That implies the need to use, for its solution, the means of influence the political will of persons representing State power bodies in the constituent entities of the Russian Federation.
